Senate GOP Embrace Trump's Call to Replace Affordable Care Act

US senators are meeting during the weekend for the initial time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as GOP senators proposed a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.

Growing Impact of Government Shutdown

The effect on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as government employees went unpaid, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.

Trump's Plan from Golf Course

As weekend meeting got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We're going to replace this broken system with something that is actually better for the consumer," one senator stated.

Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in response to Trump's proposal. "We must stop public funds from going to insurance companies and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition lawmakers expressed alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same unsuccessful Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of insurance companies by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Ongoing Negotiations

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging plan from a small group of centrist lawmakers to end the closure in return for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and extend the subsidies for a year.

Another leading Democratic lawmaker continued in arguing that Republicans should agree to a 12-month continuation of the subsidies before discussing the long-term of the subsidies.

"Doing nothing is derelict because citizens will go into debt, people will lose insurance, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several observers suggested that the essence of such a proposal would remove the ACA's mandate that insurance companies cover patients with existing health issues.

After his resort visit, Trump returned to his residence and reiterated on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to garner enough support in 2017.
